Peggy Carter is a British intelligence officer who worked alongside Steve Rogers during World War II and went on to become one of the founding figures of S.H.I.E.L.D. after the war. Decades later, an elderly Peggy briefly reunited with Steve after he returned from decades frozen in ice, and after Steve chose to live out a life with her in the past, he ultimately delivered his own eulogy at her funeral in the present.
