The High Evolutionary

The High Evolutionary is a geneticist obsessed with engineering a perfect society, uplifting and combining animal species into humanoid forms across a series of failed experimental worlds, including the one where Rocket was created. When Rocket's small mammal test group proved unexpectedly capable of building a better civilization than his intended masterpiece, the High Evolutionary ordered the entire batch, and later the whole planet, destroyed.
