Helmut Zemo is a former Sokovian intelligence colonel whose entire family was killed in the destruction Ultron and the Avengers caused in Sokovia, driving him to engineer a plan to turn the Avengers against each other rather than fight them directly. He later resurfaced years afterward as a shrewd, unaffiliated operative with deep knowledge of Hydra's history and the Winter Soldier program, aiding and manipulating other parties toward his own ends.
