Yo-Yo

Elena "Yo-Yo" Rodriguez is an Inhuman recruited into the Secret Warriors program, whose superhuman speed only lasts for a single heartbeat at a time. She loses both arms fighting General Hale's daughter, Ruby, and remains one of S.H.I.E.L.D.'s top agents afterward.
